Resettling accounting profession in the Kingdom of Saudi Arabia

Okaz sources revealed that the date of implementation of the Ministry of Human Resources and Social Development’s decision to resettle the accounting profession begins at the beginning of Dhu al-Qa'dah 1442, that is, after 170 days, and includes 19 classifications of the profession.
The sources also confirmed that the ministry will provide a package of incentives and support to the private sector in employing Saudi accountants, including support for the recruitment process, searching for suitable employees, supporting training and qualification necessary to ensure job stability for accountants and giving priority to benefiting from all Saudization support programs available to the system.
The sources indicated that the ministry has classified 19 accounting professions targeted by the Saudization, which include: Director of Financial Affairs and Accounting, Director of Accounts and Budget, Director of the Financial Reports Department, Director of the Zakat and Taxes Department, Director of the Internal Auditing Department, Director of the General Auditing Department, Head of the Internal Audit Program, Financial Controller, Internal Auditor, Senior Financial Auditor, General Accountant, Cost Accountant, Auditor, General Accounts Technician, Auditing Technician, Cost Accounts Technician, Financial Audit Supervisor, Cost Clerk, Finance Clerk.
According to the procedural guide for the decision to localize the accounting professions, the Ministry stated that in the case the establishment does not adhere to the required nationalization percentage, all electronic transactions for the accounting professions will be stopped (such as issuing visas for professionals, transferring a service to the profession, changing the profession, work permits for the profession automatically for the establishment) in addition to the penalty for violating the localization of professions limited to Saudis, according to the system. كشفت مصادر «عكاظ» أن تاريخ تطبيق قرار وزارة الموارد البشرية والتنمية الاجتماعية بتوطين مهنة المحاسبة يبدأ في أول ذي القعدة 1442، أي بعد 170 يوماً، ويشمل 19 تصنيفاً للمهنة. وأكدت المصادر أن الوزارة ستقدم حزمة من المحفزات والدعم لمساندة القطاع الخاص في توظيف المحاسبين السعوديين، تشمل دعم عملية الاستقطاب والبحث عن الموظفين المناسبين ودعم التدريب والتأهيل الضروريين لضمان الاستقرار الوظيفي للمحاسبين ومنح أولوية الاستفادة من كافة برامج دعم التوطين المتاحة لدى المنظومة. وأوضحت المصادر أن الوزارة صنفت مهن المحاسبة المستهدفة بالتوطين إلى 19 نوعاً وفق الترميز الآلي للمهن في الوزارة وتشمل مهن: مدير شؤون مالية ومحاسبة، مدير حسابات وميزانية، مدير إدارة التقارير المالية، مدير إدارة الزكاة والضرائب، مدير إدارة المراجعة الداخيلة، مدير الإدارة العامة للمراجعة، رئيس برنامج التدقيق الداخلي، مراقب مالي، مراجع داخلي، مراجع مالي أول، محاسب عام، محاسب تكاليف، مدقق حسابات، فني حسابات عام، فني تدقيق حسابات، فني حسابات كلفة، مشرف مراجعة مالية، كاتب تكاليف، كاتب مالية. وأوضحت الوزارة وفق الدليل الإجرائي لقرار توطين المهن المحاسبية أنه في حالة عدم تقيد المنشأة بنسبة التوطين المطلوية سيتم إيقاف جميع التعاملات الإلكترونية للمهن المحاسبية مثل (إصدار تأشيرات للمهنة، نقل خدمة للمهنة، تغيير المهنة، رخص العمل للمهنة آلياً للمنشأة) بالإضافة إلى عقوبة مخالفة توطين المهن المقصورة على السعوديين وفق النظام. فيما شددت الوزارة على أنها ستوقع العقوبات النظامية لأي تحايل في حالة ضبط أي عامل في المنشأة يمارس أياً من المهن المحاسبية المستهدفة بمسمى مهني آخر، يختلف عن المسمى المدون في رخصة العمل. ويشترط حصول المحاسبين السعوديين على الاعتماد المهني من الهيئة السعودية للمحاسبين. كما يشترط لاحتساب المحاسب السعودي ألا يقل أجره عن 6000 ريال لحملة البكالوريوس و4500 ريال لحملة الدبلوم. وتسعى الوزارة إلى رفع مساهمة الكوادر الوطنية في سوق العمل، ورفع إنتاجية الكوادر البشرية الوطنية من خلال الممكنات المختلفة والتدريب المستمر.

أعلنت الهيئة العامة للزكاة والدخل عن موافقة مجلس إدارتها على لائحة الفوترة الإلكترونية، والتي تم نشرها اليوم الجمعة الموافق الرابع من شهر ديسمبر الجاري 2020م، إذ تعرّف الفاتورة الإلكترونية بحسب اللائحة بأنها فاتورة ضريبية تُصدَر بشكلٍ إلكتروني عبر وسيلة إلكترونية، ويقوم بإصدارها كل مكلف خاضع لضريبة القيمة المضافة في المملكة. وتحتوي لائحة الفوترة الإلكترونية على سبع مواد، تعمل على تنظيم آلية إصدار وحفظ الفواتير الإلكترونية لدى المكلفين، كما توضح الأحكام والإجراءات والأشخاص الخاضعين لها، بالإضافة إلى القواعد الإجرائية والمُهَل الزمنية، حيث أكدت الهيئة أن اللائحة قد دخلت حيز التنفيذ من تاريخ النشر، علماً بأنه سيتم التطبيق الإلزامي على المكلفين الخاضعين لها لإصدار وحفظ الفواتير في الرابع من شهر ديسمبر من عام 2021م. وتدعو الهيئة العامة للزكاة والدخل جميع المكلفين للاطلاع على لائحة الفوترة الإلكترونية من خلال موقعها الإلكتروني عبر الرابط التالي، والتواصل معها عبر الرقم الموحد (19993)، والذي يعمل على مدار 24 ساعة طوال أيام الأسبوع، لأي استفسارات أو تساؤلات تتعلق بالفوترة الإلكترونية. الجدير بالذكر أن نظام الفوترة الإلكترونية يهدف إلى الحد من حجم تعاملات الاقتصاد الخفي، بالإضافة إلى مكافحة التستر التجاري. وكانت الهيئة العامة للزكاة والدخل قد نشرت في وقت سابق المسودة الخاصة باللائحة للحصول على مرئيات العموم في السابع عشر من شهر سبتمبر الماضي.
